How to get people to vote? Make it easier. In my precinct the Santa Clara County registrar of voters opted to mail out absentee ballots instead of running a polling station (which is normally in my apartment complex’s commons.)

Oregon used a statewide mail-in ballot for a Senate election in 1995 (to replace that other philanderer: Bob Packwood.)
