Proposed Amendment on how to respond if something happens to the Congress
[ via RRE ] This is chilling, but as important an issue as Presidential Succession (which was covered in the 25th Amendment). Representative Brian Baird introduced a proposed constitutional amendment covering what to do if 25% or more of the Congress are killed or incapacitated. The governors of the affected states would appoint replacement lawmakers. Most important, elections to fill the vacant seats must be held within 90 days. The last thing we need in such an emergency is the executive branch making a power grab.
