A Solution to the Content Flagging Problem

I think the following addition to the flagging form will improve matters:

Credit Card Number |_______________________| Expiry |__/__|

You will be charged $5 US to report content. 
If you report content that is not adult, explicit,
or in violation of the terms of service, 
your credit card will be charged $100 US 
for administrative costs.
