There's a minefield. It's a pretty minefield, and there's cool stuff in it.

But people run into the minefield, heedless of the large sign reading Danger: Mines and the friendly staff at the fence, handing out maps with the mines clearly marked.

And someone trips and sets off a mine (don't worry, these mines just spray bright orange paint,) despite their best intentions. The mines aren't lethal, just embarrassing.

But people see that person trip, and then there's a hundred people running into the field, and they are screaming how unfair it is that there's a minefield in the first place, and others deny there's a minefield, and others grump about how they aren't going near that minefield, which puzzles the people handing out the maps.

Eventually, lots of people are covered in bright orange paint. The person who tripped has stood up, cleaned up the worst of the paint and carried on. The folks handing out the maps are thinking, "this happens every year, why do we bother?"
